The Regime That Governs Every Legal Export
Since 2025, all gold trading and export from Ghana’s artisanal and small-scale (ASM) sector runs through the Ghana Gold Board (GoldBod), established by the Ghana Gold Board Act, 2025 (Act 1140). GoldBod is the sole legal buyer, seller, assayer, weigher, valuer and exporter of ASM-sector gold, and it licenses the aggregators, buyers, assayers and export partners that feed it. The Act repealed the old PMMC Act and absorbed PMMC’s functions, including its National-Assayer role.

The Compliance Steps, In Order
1. Source Within the GoldBod Regime
Gold must originate from documented, GoldBod-compliant supply. Old PMMC and Ministerial trading licences are void, and from 1 May 2025 foreigners are barred from local gold trading — they may only off-take directly from GoldBod. Eligibility to trade locally is restricted to Ghanaians (18+) or wholly Ghanaian-owned companies.
2. Assay and Certify the Fineness
Fineness is determined and certified by assay — fire assay (cupellation, the definitive destructive standard) or XRF (non-destructive, near-instant) — not asserted. No legal doré leaves Ghana without designated-lab assay results and the National-Assayer seal that sits under GoldBod.
3. Run OECD-Aligned Due Diligence
Every counterparty and every source is checked against the OECD Due Diligence Guidance (Five-Step framework) for responsible mineral supply chains, with a documented chain-of-custody from origin to delivery.
4. Complete GRA Customs Documentation
The Ghana Revenue Authority (GRA) applies the 5% mineral royalty and the customs seals required for export. No gold leaves without full GRA Customs documentation alongside the assay seals.
5. Value Against International Spot
The lot is valued against the prevailing international spot price (LBMA / COMEX) for its assayed fineness and weight — never at an invented price, and never below spot.

The single clearest test is price: the U.S. Embassy states plainly that gold is never sold at a discount and the price is dictated by the international market. Any offer below spot, at a discount, with an advance fee, an escrow demand, or a “guaranteed” parcel is the signature of a scam — not a trade.
